Frank Bisignano

Frank J. Bisignano (born August 9, 1959) is an American business executive and government official who has served as commissioner of the Social Security Administration since May 2025. He graduated from Baker University with a bachelor's degree in finance.^[1]

Bisignano spent most of his career in banking and payments. He worked at Shearson Lehman Brothers from the mid-1980s, became chief administrative officer at Citigroup in August 2000, and moved to JPMorgan Chase in December 2005, where he later ran mortgage lending and served as co-chief operating officer. In April 2013 he left to become chief executive of the payments processor First Data.^[1]

After Fiserv acquired First Data in July 2020, Bisignano became Fiserv's president and chief operating officer and, a year later, its chief executive officer. President-elect Donald Trump named him as his nominee to lead the Social Security Administration in December 2024, and the Senate confirmed him in May 2025. In October 2025 he was additionally appointed chief executive officer of the Internal Revenue Service, a post that had not previously existed.^[1][2][3]
